Citizen Panel Supports Initiative to Create Dispensaries in Oregon

A citizens panel of Oregon citizens voted 13 to 11 to support Measure 74, which would create a regulated system of dispensaries in Oregon . The twenty-four panel members are a representative cross section of Oregonians.

John Sajo, co-author of Measure 74, spoke to the group and related it to an intense focus group. Sajo presented a group of scientists, attorneys and medical marijuana cardholders to the board this week.

The citizen panelists said they supported the measure because:

* the dispensary system would allow patients to acquire medical marijuana more quickly.
* it will generate jobs for Oregon residents.
* it will create a self-sustaining program that has the potential to increase state revenue.
* it will add more regulation to the current Oregon Medical Marijuana Program.

Those opposed to the measure felt it:

* should explicitly limit the maximum number of dispensaries.
* set a purchase limit for individuals should be defined
* provide penalties for violations are not clearly set
* could increase illegal activity and fraud by increasing the availability of marijuana.

Measure 74

When will we have the vote to just staight up legalize it! My employer doesn't seem to care if I have a card or not, but if it were legalized they wouldn't be able to say anything!

Sure hope you are right, because that is GOOD news. While I very much appreciate more options, as I had a heck of a time getting any meds at all in the beginning, I also have an excellent grower who does not ask for any compensation at all or accept any "gifts". I'd hate to go from paying next to nothing to having to fork out hundreds.

I did not have one issue with accessing the "Judges" application. Just wanted to respond to the post about "games" in the application process since I found them to be false.

ORNORML'S medical cannabis award application process

You don't have to log in to get to the judges registration. There is no web interface for submitting as other documents are needed. Simply download and complete the application, then get it and your other documents to the committee (Madeline Martinez would be a good destination. You could drop it off at the Cafe if you want to do it quickly).

There has been some maintenance of the user accounts on the website as there were hundreds of phony SPAM accounts. If you desire a profile on the website, and yours was deleted, simply create another. In order to be sure you account is not confused with a SPAM account, make your username something that makes sense and is not random. The executive level personnel don't have any idea how to block an account.

Very Disappointed

I was very much hoping to be able to be a judge for ORNORML'S medical cannabis awards this year but i must have ruffled some feathers i can no longer log into ORNORML and entry to be a judge is time sensitive I feel very hurt that the executive level personnel find the need to play games,ignore members concerns,and present a false reality to the public

The OMMP is not altered when measure 74 comes into play .. it only adds more options. Your relationship with your grower will not change, unless you or your grower change it.

Ok here goes - I am very poor and what am I to do when they do a dispensary - I don't get enough on SSD and SSI to buy my MMJ. I didn't see that addressed at all, and it needs to be. Right now I have a grower that doesn't charge me for my MMJ, thank goodness or I wouldn't have any.

POSITION TAKEN BY 13 OF 24 PANELISTS

We, 13 members of the Citizens’ Initiative Review, support Ballot Measure 74 for the following reasons:

· Implements a dispensary system for patients to acquire medical marijuana in a timely manner

· Provides improved access to safe, alternative treatment of serious medical conditions while reducing harmful side effects and addiction from opiates

· Generates jobs for residents providing a boost to Oregon’s economy

· Self-sustaining program with potential to increase state revenue without imposing new taxes

· Introduces additional regulations and control to an existing program previously approved by Oregon voters

· Statewide public hearings allow for actual voter input in the rule making process

Summary: Measure 74 creates a safe, compassionate and prompt access program for Oregon medical marijuana patients, introduces regulation, and is financially sound.
